Yes, Tmall and Taobao merchants can contact their Business Developers to sign contracts to use the APIs. However, currently, Cainiao calls the APIs to do customs declarations directly, and the merchants are not required to call Alipay customs declaration APIs themselves.

可以。天猫或淘宝商户可联系对应BD签订合约以调用支付宝报关接口。目前菜鸟订单会自动报关，不需要商户单独调用报关接口。
